Mike Yaworsky

Florida Office of Insurance Regulation 

Michael Yaworsky was nominated by Governor DeSantis and appointed by the Financial Services Commission to serve as the Florida Insurance Commissioner in March 2023. Prior to his nomination, Mr. Yaworsky served as the Vice Chairman of the Florida Gaming Control Commission and served as the Florida Office of Insurance Regulation’s (OIR) Chief of Staff from 2017 – 2021. As OIR’s Chief of Staff, he assisted in overseeing one of the largest insurance markets in the world by serving as a policy advisor to the Commissioner and managing agency fiscal matters and administrative operations. Prior to joining OIR, Mr. Yaworsky served as Legal Counsel for the Georgia Office of Insurance and Safety Fire Commissioner, where he was responsible for advising the Commissioner and senior staff on policy decisions and performing administrative, regulatory and litigation duties associated with the legal unit. He also served as Counsel for the Office of President Pro Tempore in the Georgia Senate from 2014 – 2015. Mr. Yaworsky honed his skills serving the state of Florida in a variety of government, regulatory and legislative positions from 2006 - 2011. This included working as Chief of Staff with the Florida Department of Business and Professional Regulation and Director of Gubernatorial Appointments and Cabinet Aide at the Executive Office of the Governor. Mr. Yaworsky has a Bachelor’s degree in Social Science from Florida State University and a Juris Doctor degree from Samford University’s Cumberland School of Law. He has been a member of the Georgia Bar since 2014. Mr. Yaworsky also serves on the Board of Directors for Family Promise of the Big Bend. Family Promise of the Big Bend is a nonprofit organization dedicated to ending homelessness in the Big Bend through leadership, education, advocacy, and the provision of quality services.

Brian Chapman, Jr. is a lifelong resident of Southwest Florida and one of three siblings in his family to graduate from Florida Gulf Coast University (FGCU). In 2009, Brian founded Chapman Insurance Group, a Southwest Florida Independent Insurance agency that provides insurance products for both commercial and residential insurance in Florida.

Chris Cibula

Chris Cibula focuses his practice in the are of commercial risk management and insurance. Chris graduated summa cum laude in 2010 from Florida State University with a degree in Risk Management Insurance. In 2010, Chris was the sole senior student elected to represent the university at the annual RIMS conference in Boston. He is also a certified insurance expert witness in the state of Florida.

Alicia Rosier Stevens 

Rosier Insurance 

Alicia is a native of Naples and third generation in the independent agency system. She graduated from Florida Gulf Coast University with a Bachelor of Science in Management and completed additional studies through The Hartford School of Insurance where she received her Commercial Lines Coverage Specialist designation and through the National Alliance where she earned her Certified Insurance Counselors designation. Alicia is also a graduate of the FAIA’s Florida’s Future Insurance Leaders program. She worked with Rosier Insurance for six and a half years and then took a position with a regional homeowner insurance carrier where she worked for five years before rejoining the agency as the Agency Development Manager and is currently the Executive Vice President. Alicia is an active member of the SWFL Inc, Florida Association of Insurance Agents, Lee County Association of Independent Insurance Agents, and Rotary Club of Bonita Beach Sunset. Alicia is a prior board member of the Florida Gulf Coast University Alumni Association and the Rotary Club of Bonita Beach Sunset. Alicia is the prior chairwoman of the Lee County Association of Independent Insurance Agents and the FAIA Young Agents Council. She is currently a board member of the Florida Association of Insurance Agents. When she is not working, Alicia enjoys spending time with her husband, Paul, and daughter, Shelby.

Frank Walker

Florida Chamber of Commerce 

Frank Walker serves as Executive Vice President of Government & Political Relations of Florida's largest and most influential business advocacy organization, the Florida Chamber of Commerce. In his role, Frank leads the Chamber's extensive legislative and political operations. Prior to joining the Chamber, Frank spent over a decade in Washington D.C. serving two Members of Congress, two U.S. Senators and the Governor of Florida. Having most recently served as Chief of Staff to U.S. Representative Daniel Webster, Walker also held key policy and leadership positions with former Senator George LeMieux, former Representative Dave Reichert, and former Senator Mel Martinez. Additionally, Frank has served on multiple successful congressional campaigns. Frank graduated from Davidson College in Davidson, North Carolina. He and his wife, Katie, reside in Tallahassee with their two daughters.
